The Omnibus Institutional Reform Act of 2010
This bill is the second part of the Omnibus Institutional Reform Act of 2008. Last spring, the previous SGA administration passed legislation to amend the SGA by-laws to make SGA a more productive. This bill amends the SGA Constitution to be in accordance with the changes made in the by-laws last spring.

An Act Funding a Community Garden on the Roof of the North Campus Diner
This bill transfers funds from legislative reserves to a Dining Services purchasing account in order to secure funds for the creation of a community garden on the roof of the North Campus Diner. We are transferring the money rather than spending it ourselves because this whole experiment is very trial and error and we won't know exactly what our costs will be throughout the season. I've gotten the go ahead for this maneuver from Greg Thompson, Director of Facilities for Dining Services and "Father" of the Roof Top Garden. Some costs are known such as seeds, certain building materials, and paint (for aesthetic creations) But other costs such as Integrated Pest Management and compost is more fluid and changes depending on need. Ample funds should be readily available for when unexpected problems suddenly arrive such as tomato blight which destroyed a very large portion of all organic tomatoes on the East Coast last Summer.
